I passed some of my best days in Peru, travelling in quite all the big country. Looking at Machu Picchu at sunrise, walking along the walls of Sachsayhuaman Inca fortress, visiting Ollantaytambo on the peak of a mountain, admiring mud king palaces of Chan Chan, in Trujillo, I lived a full immersion in this natural paradise so rich of past cultures. The local Indios population restarted an impressive development after absorbing Spanish colonisation and their moral is very high so as their hopes. In Italy I had to my mother and to myself in Milan a lot of help by hard working and honest Peruvian girls, many of them living in Liguria, being many families from Chiavari emigrated in Peru in XIX century. In Cuzco you are fascinated by the smiling of this so active people: they keep the curiosity and social behaviour of Asia, the land they were coming from crossing Bering strait.
In previous articles I commented the enormous potential of the South of the world, quite empty compared to the North, rich of raw materials, old and new, which the poor development of political class combined with easy climate conditions and consequent laziness of people didn’t develop. South American countries have been particularly penalised by a short time approach of Spanish colonisers and than by USA commercial dominance. But now arrived the time of Renaissance: Chinese are attracted not only from the abundance of rich raw materials, quite all type in Peru and copper in Chile, but primarily in my opinion by the space, the void so giving a sense of freedom to a population obliged from childhood to live always in contact each other to work, to eat, to wash, to take a vacation. Space, enormous space in Africa, in South America, in Canada, in Russia is the true mirage of Chinese, backing their expansion, as during the first immigration in USA. Of course we see only the surface of change, fixing our attention on the logistic strategy, the commercial policy, the need of energy and raw materials, but the roots of the new globalisation China driven are in human desire of this people to grow and be free in a world at least accepting their way of living. A real second wave from Asia, and with more possibility of integration than in USA or Europe, with local also Asiatic people , historically oppressed by Whites like Chinese.
After the infrastructural initiatives in Argentina, Venezuela, the doubling of Panama channel, now we see the big harbour investment in Chanchay, 70 km south of Lima, where the first group of transteiner is already visible. From this big infrastructure the flow of raw materials from all the Pacific rim of Peru and Chile, will be supported and more economically viable along a direct route to Chinese harbours. All this give to our digital fragmented and casual political approach a new sense of rational and systematic policy aimed to long term objectives, based on a deep evaluation of Chinese needs but also with an eye on what the chaotic western world is not doing for its citizens. China presence in Africa has been attacked as a new colonialism, very superficial judgement. The investments of China in the less developed world are also stabilizing areas totally forgotten by the western political class and giving new opportunities of growing to the local people abandoned from their corrupted politicians. The future bet is the possibility of anthropological mutual adaptation of various population to Chinese way of living, and I am sure that this problem is also considered in the long term planning of China. South America has a lot opportunities to build a mutual understanding with the new leader, which became wise because its long experience of history and relationships.
